| The Judges of this District having determined to form a Committee of Lawyer Representatives of the United States Bankruptcy Court for the Northern District of California, and good cause appearing,
IT IS HEREBY ORDERED as follows:
(1) The Committee shall be formed effective as of May 1, 1988 and be known as the Committee of Lawyer Representatives of the United States Bankruptcy Court for the Northern District of California ("the Committee");
(2) The purpose of the Committee is to provide a forum for attorneys to discuss with the Judges of the Court the manner in which the business of the Court is being conducted;
(3) The Committee shall be composed of nine attorneys, one private panel trustee, one chapter 13 trustee, and the United States Trustee. The criteria for selection of the nine lawyer members of the Committee shall be:
(i) a lawyer admitted to practice in the District Court and actively involved in bankruptcy practice;
(ii) a lawyer interested in the purposes and work of the Court;
(iii) A lawyer willing and able to contribute actively to the purposes and work of the Court;
(iv) a lawyer willing to assist in implementing Court programs with the local Bar; and
(v) a lawyer, who, together with others selected, will constitute a fair cross-section of practitioners before the Bankruptcy Courts of the District.;
4. Committee members shall be appointed by the Judges of the Court. The Committee shall solicit from the Bar applications for membership on the Committee to be submitted no later than November 1st. The Committee shall then recommend to the Judges of the Court three candidates for each of the three vacancies. The Judges shall directly solicit applications and select the private trustee and chapter 13 trustee members of the Committee. In the event of a vacancy created for any other reason other than expiration of a term, the Judges of the Court shall appoint a successor Committee member to serve out the balance of the term;
5. The initial members of the Committee will be appointed for terms of two, three and four years. Commencing in 1990, Committee members will be appointed to staggered terms of three years. Terms will commence on January 1st.
6. The Clerk of Court or the Clerk's designee shall serve on the Committee on an ex officio basis.
7. A chair shall be selected annually by the Committee, with such selection to coincide with the appointment of new Committee members.
8. The Committee shall solicit questions, comments, criticisms and suggestions from the members of the Bar of the Northern District of California on the manner in which the business of the Court is being conducted, with the purpose of compiling, organizing and presenting topics of interest to the Judges of the Court.
9. The Committee shall meet with the Judges of the Court and the Clerk of the Court approximately twice each calendar year. The Committee shall provide to all Judges a proposed agenda for its meetings with the Court at least two weeks prior to such scheduled meetings, for the purpose of obtaining questions, comments or suggestions regarding the agenda.
10. The Committee, or subcommittee of the Committee, shall meet as often as the Committee or such subcommittees shall determine to be appropriate.
