Systems Analyst/Programmer

The United States Bankruptcy Court for the Northern District of California seeks a talented Systems Analyst/Programmer, an engineer who loves creating high quality applications and a great user experience, and a self-starter who will develop new and existing software programs for the Court. As part of the Information Technology Section, you will work in a professional work environment and work closely with stakeholders and customers to deliver impactful programs for the United States Judiciary and have the opportunity to support nationwide programs.

REPRESENTATIVE DUTIES:
 

Leads projects to analyze, develop, and implement short-term and long-range software development efforts for the court.

Develops and improves the court operations Case Management/Electronic Case Files (CM/ECF) system, locally developed applications, and other applications that support the Northern District’s judges, staff, and the public. CM/ECF is a web-based application that is written mainly in Perl and Java and currently uses an Informix SQL database.

Designs, develops, tests, and implements custom software solutions; manages and maintains the software throughout its life cycle; analyzes and addresses software security vulnerabilities; assists in leading other automation staff in developing new systems.

Designs and develops programs and applications on Linux systems to routinely search data in the Court’s case management system, and provide automated data extracts, reports and e-mail alerts.

Develops organized and user-friendly instructions for fellow IT staff and users on implementation, features and use of the products.

Clearly and regularly communicate with management and technical support colleagues

Performs other job-related duties as assigned; supports other IT staff in performing their duties; and provides direct customer support when needed.

REQUIRED QUALIFICATIONS:
 

• 2+ years of full-time (or equivalent) progressively responsible work experience related to software development.
• Strong knowledge of database structures and design, application design and development life cycle, and effective documentation and systems testing practices.
• Strong knowledge of concepts of change management, version control, and source code management (e.g. Git) and demonstrate the ability to apply these concepts to managing code changes.
• Strong knowledge of the Linux operating system and familiarity with database systems (e.g., Informix, Oracle, MySql).
• Ability to handle periodic weekend and after hours work.
• Programming experience using Perl and Java.

PREFERRED QUALIFICATIONS:
 

• Knowledge of court operations and CM/ECF
• Experience in Linux Shell, JavaScript, CSS, HTML, PHP, Apache, Python and SQL.
• Ability to learn new technologies quickly, problem solve, work independently, multi-task effectively, and be flexible and accept changes in priorities as necessary
• Strong knowledge of IT security principles and how to apply them to software development and secure software against security vulnerabilities.
